5.5 Unbonding

If verifiers lack n votes, it signifies that the bonded currency has become inactive and is no longer eligible to vote. Users can publish an ‘Unbonding’ Txn to remove them.

The value of n is dynamically determined based on “expired votes/total votes”. N increases as the number of expired votes.
