5.12 Finality

PoC (Proof of Credit) allows verifiers in the network to observe past events and determine, to some extent, the timing of these events. When the Checker generates a message stream, all verifiers must submit their state signatures (votes) within 500ms. This time can be further reduced based on the network state. Since all verifications enter the PoC sequence, everyone in the network checks whether each verifier has submitted their votes within the required time frame.
